On 14 June 2024, US president Joe Biden issued an executive order which formally confirmed the establishment of the White House Council on Supply Chain Resilience.
The order stated that the White House Council on Supply Chain Resilience will reside within the Executive Office of the President and will be led by the assistant to the president for national security affairs (APNSA) and the Americas Partnership for Economic Prosperity (APEP) as co-chairs of the council.
Biden explained in the executive order that the council will: “coordinate and promote Federal Government efforts to strengthen long-term supply chain resilience and American industrial competitiveness; identify and provide a coordinated response to address supply chain insecurities, threats, and vulnerabilities, including excessive geographic or supplier concentration; and facilitate collaboration by agencies with allies and partners to foster greater global supply chain resilience”.
To this end, some of the responsibilities of the White House Council on Supply Chain Resilience include identifying resources needed to support supply chain resilience and conducting “a quadrennial supply chain review of industries critical to national or economic security”.
Each review will culminate in a report, submitted to the president, making recommendations on actions, reforms and legislative changes that could improve supply chain resiliency. The first of these reports is set to be submitted “no later than 31 December 2024”, with subsequent reports “submitted every four years thereafter”.
Supply chain resiliency has been a key theme throughout the Biden-Harris Administration and has only ramped up in recent months, as the US’ trade war with China continues to escalate and the presidential election draws closer.
In November 2023, Biden unveiled 30 new actions aimed at strengthening supply chains. Amongst these actions were the formation of the Council on Supply Chain Resilience, as well as the utilisation of the Defense Production Act to facilitate investment in domestic manufacturing of essential medicines to mitigate drug shortages and the implementation of new cross-governmental supply chain data-sharing capabilities.
More recently, a bipartisan bill called the “Promoting Resilient Supply Chains Act” was introduced in the US Senate, having already been ‘overwhemingly passed’ in the House of Representatives.
